Smart tachograph 2, and why it probably does not apply to your Maltese fleet
The EU tachograph retrofit deadlines have caused a lot of worry among Maltese operators. For most of them, the obligation does not apply at all.
Mobility Package 1 set a series of deadlines for fitting the second-generation smart tachograph. Vehicles registered in the EU and used internationally had to move off analogue and older digital units by the end of 2024, and off first-generation smart tachographs by 18 August 2025. From 1 July 2026 the requirement extends to light commercial vehicles between 2.5 and 3.5 tonnes engaged in international transport or cabotage.
The word doing the work in all of that is international. The European Commission is explicit that a vehicle engaged exclusively in domestic transport is not subject to the retrofit obligation. It goes further and confirms that a vehicle which transits another Member State purely because that is the shortest route is still not engaged in international carriage.
Malta is an island. A fleet that runs between Marsa and Mosta, or between a depot in Qormi and sites across Gozo, is doing domestic transport. It does not cross a border by road, and the retrofit obligation does not reach it. The operators it does reach are the small number running vehicles onto ferries for onward carriage in mainland Europe, or operating vehicles registered here that work abroad.
This matters because we have seen Maltese operators quoted for tachograph equipment they have no obligation to fit. If someone is selling you a retrofit on compliance grounds, the first question to ask is whether any of your vehicles actually leave Malta by road. For most fleets here the answer is no.
What a Maltese domestic fleet does still gain from telematics is different, and worth being clear about. It is not driving-time enforcement. It is knowing where vehicles are, what the engine is reporting, who was driving, and what a job actually cost to run. Those are operational questions, not compliance ones, and we have been answering them for Maltese fleets since 2010.
